Meeting Room Policies
MORRISON-TALBOTT LIBRARY POLICY ON USE OF PUBLIC MEETING ROOM

Public libraries have traditionally provided free meeting space for the members of their communities to encourage free expression and free access to ideas presenting all points of view on subjects of all kinds. The Morrison-Talbott Library (MTL) supports this concept and endorses the American Library Association Bill of Rights which states:
"Libraries which maintain meeting room, exhibit space, or other facilities open to the public should make them available on equal terms to all persons, regardless of their beliefs or affiliations."

PROCEDURES GOVERNING THE PUBLIC USE OF THE LIBRARY MEETING ROOM:

Failure to comply with any or all of the procedures listed below may result in loss of meeting room privileges.

  1. Application for use of a meeting room is made through the Library during regular Library hours, by a person age 18 or older.
  2. The meeting room is available for use during regular Library hours. Meetings must end so that the room can be returned to its original condition fifteen minutes prior to closing. Meetings held after Library hours must be supervised or attended by a staff member, subject to prior approval by the Library Director.
  3. Library programs will be given priority in the reservation of the room.
  4. The meeting room may be booked no more than ninety (90) days in advance, but not less than seven (7) days in advance, and may be used no more than once a week on a continuing basis.
  5. Notice to cancel must be given to the Library twenty-four (24) hours in advance.
  6. Programs may not disrupt the use of the Library by others. Small children accompanying parent(s) to meetings must remain with the parent(s) in the meeting room. Persons attending the meetings are subject to all Library rules and regulations.
  7. Smoking is not allowed within the Library building.
  8. Library facilities must be left in a clean and orderly condition. Users must pay the cost for repair of any damages to the facilities. The Library will not be responsible for personal materials or equipment left in the building by users.
  9. Granting permission to use Library facilities does not constitute an endorsement of the users or their beliefs by the Library Staff or Board.
  10. A copy of the cleaning/equipment checklist and this policy will accompany each application for use of the meeting room. The completed checklist must be left in the meeting room.
  11. The person applying for use of the meeting room must have a valid Morrison-Talbott Library card, or be a resident of the City of Waterloo, showing the same identification and proof of residency as required to obtain a Morrison-Talbott Library card.
  12. No alcoholic beverages are permitted on Library property. The Library will not furnish refreshments or supplies for meetings. The Library does not set up the meeting room. User is responsible for any set up and clean up.
  13. Kitchenette facilities are available for use, however, the Library staff maintains use of the kitchenette during Library hours.
  14. Please leave the meeting room in the same condition as you found it, i.e. place trash in the container provided, wash coffee pot, if used, return any equipment used to its storage location, wipe off tables and counter, if used, clean up any spills on floor.
  15. Please have all meeting attendees park in the east parking lot until it is full. They may then use the east meeting room entrance door.
  16. The selling of products or services is prohibited, except in the event of a Library Fundraiser.
  17. The Library is required by State Law to submit attendance records annually. A sign-in sheet will accompany each application, and extras are available in the Library. Please complete sign-in sheet and return to circulation desk at the end of meeting.
  18. Exceptions to this policy may be made at the discretion of the Library Board of Trustees.

THE LIBRARY DOES NOT SET UP THE MEETING ROOM. GROUP MUST FURNISH ANY REFRESHMENTS THEY PLAN TO SERVE, SUCH AS COFFEE, TEA, CUPS, NAPKINS, CREAM, SUGAR, ETC. GROUP IS ALSO RESPONSIBLE FOR CLEANUP.

THE UNDERSIGNED, ON BEHALF OF THE ABOVE ORGANIZATION, HAS READ AND AGREES TO COMPLY WITH THE POLICY AND PROCEDURES GOVERNING PUBLIC USE OF LIBRARY MEETING ROOMS. THE APPLICANT ALSO ACCEPTS FULL LIABILITY FOR ANY DAMAGE TO FACILITIES OR EQUIPMENT RESULTING FROM APPLICANT'S USE OF ASSIGNED MEETING ROOM. THE APPLICANT AGREES TO CONFINE THE ORGANIZATION'S ACTIVITIES TO THE ASSIGNED ROOM, AND AGREES TO END THE MEETING AT THE REQUIRED TIME.

THE MORRISON-TALBOTT LIBRARY WILL NOT BE RESPONSIBLE FOR ANY PERSONAL MATERIALS OR EQUIPMENT LEFT IN THE BUILDING.
