Study Room Policy

POLICY ON USE OF PUBLIC STUDY ROOM

Public libraries have traditionally provided free meeting space for the members of their communities to encourage free expression and free access to ideas presenting all points of view on subjects of all kinds. The Morrison-Talbott Library (MTL) supports this concept and endorses the American Library Association Bill of Rights which states:

"Libraries which maintain meeting room, exhibit space, or other facilities open to the public should make them available on equal terms to all persons, regardless of their beliefs or affiliations."

PROCEDURES GOVERNING THE PUBLIC USE OF THE LIBRARY STUDY ROOM:

Failure to comply with any or all of the procedures listed below may result in loss of Study Room privileges.

  1. The Study Room shall be kept locked. Persons wishing to use the Study Room must ask for the key at the circulation desk. The Study Room may be reserved in advance, or requested for immediate use. Reservations for use of the Study Room are made through the Library during regular Library hours.
  2. The Study Room is available for use during regular Library hours. Meetings must end so that the room can be returned to its original condition fifteen minutes prior to closing.
  3. Library programs will be given first priority in the reservation of the room.
  4. The Study Room may be reserved no more than ninety (90) days in advance, and may be used no more than once a week on a continuing basis.
  5. Programs may not disrupt the use of the Library by others. Small children accompanying parent(s) to meetings must remain with the parent(s) in the Study Room. Persons attending the meetings are subject to all Library rules and regulations.
  6. Smoking is not allowed within the Library building.
  7. Library facilities must be left in a clean and orderly condition. The Study Room will be inspected for damages after each use. Users must pay the cost for repair of any damages to the facilities. The Library will not be responsible for personal materials or equipment left in the building by users.
  8. The folding dividing door will remain open unless two separate small groups are using both sides of the room.
  9. Granting permission to use Library facilities does not constitute an endorsement of the users or their beliefs by the Library Staff or Board.
  10. Food and drinks are not permitted in the Study Room, unless pre-approved by the library staff.
  11. No alcoholic beverages are permitted on Library property. The Library will not furnish refreshments or supplies for meetings. The Library does not set up the Study Room. User is responsible for any set up and clean up.
  12. Please leave the Study Room in the same condition as you found it, i.e. all trash shall be removed, wipe off tables if necessary.
  13. The selling of products or services is prohibited, except in the event of a Library Fundraiser.
  14. The Library is required by State Law to submit attendance records annually. A sign-in sheet will accompany each application, and extras are available in the Library. Please complete sign-in sheet and return to circulation desk at the end of meeting.
  15. Exceptions to this policy may be made at the discretion of the Library Board of Trustees.
